 Additional power settings

A couple of separate enhancement requests:

1. a slider next to the Power On/Off button that allows setting everything to 25%, 50% etc of maximum power, which would affect all drivers and all cars

2. it's useful to be able to set a lower power of a driver i.e. for children, but it would also be useful to set the power for cars too, so that cars that are too fast can be permanently set to run more slowly

Interesting.

I suggest to put that slider in the race setting window instead of near the on/off button.
Of course that slider is shown only in case of digital races.

Hi,

I think that a global Max Speed setting is a good idea and will be usefull for children... and some adults too !!!

The best place seems to be in the "Options" Windows, with other speed setting (pace car, pit lane, ...).
