 Segments and Inter Segments? What are they?

Hi,
I think this is probably a dumb question, but I have not used these terms before.
Can someone explain how I would use segments and especially inter segments in a race?

Segment is a heat.
Inter segment is the time between 2 heat (time to replace the car on the track).
