"Reject laps less than" in the options screen is to avoid bad laps due to hardware problem, for example some hardware connected to Phidget interface send many pulse when a car cross the S/F line....the options "Reject laps less than" will reject these bad pulse without any sound and will display "Lap rejected" in the messages part of PCLC.

"Minimum lap time" in the track settings is to avoid bad lap due to car deslotting, when lap time is less than the minimum lap time of the track then PCLC play the R2D2 sound (security.wav) and display "Lap Time not accepted" in the messages part of PCLC

It's better to set "Reject laps less than" to 1 second so you can easly make the difference between a hardware problem and a deslotting.
